draggable true means mouse cannot set cursor postion in firefox

Bug if you set div with draggable true and inside of such div is CKEditor then in firefox you are not able to set cursor position using mouse.

works correctly in chrome and Brave

I can confirm the issue. It is possible to navigate with arrows, but indeed - it is impossible with a mouse click.

It looks like, there is no regression here. It is reproducible even back to 4.15.0
