Safari CI is failing due to old browser version

Provide description of the task

Safari CI is very unstable and we had to disable it in https://github.com/ckeditor/ckeditor4/pull/4810

I've already tried setting up the latest OSX version in Travis with osx_image: xcode12.5 configuration (see https://docs.travis-ci.com/user/reference/osx/#overview) but it didn't help at all. Let's investigate if we are able to stabilize Safari (maybe switch to GH Actions?) for CI.
