Traits

[x] Rebalance All Vanilla Traits so that all have some use
[x] Add new CK2+ personality & congenital traits
[ ] Provide basic gameplay integration for the new traits by writing events that assign them

@LordPeter I'll leave this for you to create additional issues for the project if necessary. I wasn't sure how grand your scope was for the Traits so I just brought the old description from the Project in here. Feel free to close this one if you're done, of course.

@LordPeter Could you provide a list of the traits that are still needing integration events, perhaps with checkboxes so that we can see what still needs done?
