Create 3 "unique" combat tactics per culture group

EDIT: If it does, please provide a checkbox list of the groups with the ones that are complete checked off so that we can keep track of progress.

I've yet to start on this and don't intend to until I've fully fleshed out the new tactics system base functionality. No harm in collecting some ideas here, however.
