Is your feature request related to a problem? I have cilium installed in different namespace than kube-system. I'd like to set some permanent configuration of used namespace so I don't have to specify it in each cilium command

Describe the solution you'd like The namespace and perhaps other configuration could be loaded from e.g. ~/.config/cilium.yaml or via some environment variables like CILIUM_NAMESPACE.
