Filter option in cyber/bioware window.

Describe the solution you'd like It would be nice to be able to sort or filter the cyberware and bioware window by essence cost similar to how the quality window works. There are times while character building that I need to fill a specific odd sized essence slot, .04 or whatever and it would be nice to see what these options are without having to scroll through each item.

Partially implemented in https://github.com/chummer5a/chummer5a/tree/SelectCyberwareEssenceFilter. Needs work to support complex Essence ratings (FixedValues, Rating * x, etc.)
