popup window opens "beneath" existing windows/applications

Compton version: 0.1~beta2+20150922 from Debian repo
Compton configuration: no changes to config files, invoked with: 'compton -b --backend=glx'
Steps of reproduction, etc.
telegram-desktop app opens images (when clicked) in a separate media window for viewing. This window closes with any subsequent click. Prior to Debian upgrade (Stretch to Buster) this worked fine. After update, the media window opens "behind" or "underneath" all other windows (including the telegram app itself) and thus cannot be clearly viewed. This behavior is the same with various lightweight window managers: I've tried JWM & fluxbox. When compton is not running (pkill compton || not starting compton in the first place), everything works fine.
