CkArray: Better defaults for anytime migration

Related to static insertion is the default behavior for anytime migration. If both static insertion is true and anytime migration is false, then arrays can make some optimizations in how they handle things like broadcasts and reductions. The anytime migration defaults should be better evaluated to match common use cases, and we should also explore ways of detecting if an anytime migration occurs when it shouldn't so we can throw and error.
