Demand creation crashes when setting bounds on the array

Setting array bounds allows for trivial creation of IDs from indices, which is an optimization. But demand creation code only works when an ID cannot be found for a given index. There is not really an actual reason for this other than that's how it is coded.

Should be fixable by changing the requestLocation code for the CkLocMgr, although this is also going to be refactored for 6.11 location management changes.

May also be related to #1324.

It seems like this could be fixed on its own apart from any larger changes to CkLocMgr, so leaving 6.11
