Upgrade Docker images to Python 3.12

We should update the base Docker images in GrimoireLab to use Python 3.12 to take advantage of the latest performance improvements, security updates, and features.

This update will not drop support for Python 3.9. The code will remain compatible with Python 3.9 until we decide to deprecate it.
