buffer unit specification

it would be good to allow the user to specify the units for the buffer operation. also need to identify what the default units are- whether it comes from the input dataset's coordinate system, or whether it just auto defaults to Degrees.

The distance is expressed into the same unit as the coordinates of the geometries.
