Continous localization system + add translation guidelines somewhere

Is your feature request related to a problem? Please describe. As a translation contributor on many open-source projects, I have difficulties finding where I can contribute to Chamilo translation, as it appears lots of strings aren't translated.

Describe the solution you'd like Implementing a continuous localization system like Weblate, of if too difficult, using the free version of tools like Crowdin (free for OSS).

Additional context Newbie on this project, sorry if I missed something in the documentation.
