Remove `tools/rumble` and actions workflows

Rumble is no longer run from this repo. The code in tools/rumble and actions in .github/workflows/rumble-vulnerability-data.yaml can be removed.

There's also an associated cloud storage bucket that is likely unused and a good candidate for deletion.
