New events doc

Type of change

This PR adds a companion doc to the event-recorder (https://github.com/chainguard-dev/platform-examples/tree/main/event-recorder) example application.

Note that it also removes all the current CloudEvents examples, which focus on Enforce.

What should this PR do?

Resolves https://github.com/chainguard-dev/internal/issues/3813

Why are we making this change?

Our Events docs are out of date. All the current examples

What are the acceptance criteria?

Should work, read smoothly, make sense, etc.

How should this PR be tested?

This will require terraform, a GCP project, chainctl, plus a bunch of enabled APIs to get working. Please don't hesitate to ask me for help.
