Installing with pipx

The pipx https://github.com/pypa/pipx is a tool to install applications using Python packages and virtual envs. It is now the part of Debian 12.

This would be much easier to maintain and upgrade dependency, and could be possibly used as an alternative for native packages in non-Docker env.

To use it, we should test, what additional steps have to be done when installing with this solution, and possibly make some adjustments in intelmqsetup.
