[quincy] rbd/admin: Fix TestMirrorSnapshotScheduleStatus

In order to merge quincy CI support, the test "TestMirrorSnapshotScheduleStatus" was disabled on ceph quincy. https://github.com/ceph/go-ceph/blob/68eff5d9e44ac4db539c6dc83c591cad6fbb81ff/rbd/admin/msschedule_complex_test.go#L25

We need to revisit this test failure and remove the test skip to have the test suite fully operational on quincy.
