Enable arm build for nfs-ganesha-stable

Currently arm builds for nfs-ganesha-stable are disabled, resulting in issues on arm-based ceph clusters (e.g. https://github.com/ceph/ceph-container/issues/1878, https://github.com/rook/rook/issues/7671, https://tracker.ceph.com/issues/50437). Please enable arm builds for nfs-ganesha-stable.

sign-rpms: remove GPG_PASSPHRASE

We don't need this argument, and I'm not sure it ever worked. I entered the passphrase (Nitrokey PIN) into `gpg-agent` prior to running this script, and that seems sufficient.
