Capturing Feedback for SMART App Launches

The feedback endpoint tracks suggestions being accepted or whole cards dismissed, but there's nothing today for capturing SMART app launches (or other card link usage).

A SMART App launch could hypothetically track usage if they also own the SMART app, but this is less straightforward than having a mechanism built directly into the spec.
