"White on clear" / "Neon on clear" options?

Hi @johnmay with increasing dark (but not always black) mode use cases ... is it possible to consider adding a "white on clear" and/or "neon on clear" option?

White on transparent wot: is already implemented and we used in Arthor for dark mode :)

my plan was to refactor this and make it more tuneable, still have presets but make it easier to configure themes. Leave this open and I will try and get around to it
