Update Docker

please setup a CI/CD to update docker image of Cattr.

last update is for 1 year ago.

We haven't public releases in Dockerhub, thus no updates there. Moreover - we've switched to our internal docker repo and now working with next gen of containers system for cattr. Mostly, it should be used with docker-compose. You can check last version here, but use with caution - it is still unstable and not documented until final 4.0 release. But we've managed to reduce docker system size from 1.9GB to 125+30MB in new version.
