Examine possibility of dropping vergen as a build dependency

Similarly to how it was done in the casper-client (see https://github.com/casper-ecosystem/casper-client-rs/pull/149), we may be able to drop the vergen dependency, and with it ~ 130 transitive dependencies, at build time.
