Improve Ticket handling in consensus code

After the closing of #3939 and #4564, consensus remains as one prominent part of the node that could see improvements if the handling of Tickets is improved, since in the interest of avoiding large API changes, the current estimation of completeness of work associated with an external message is rather coarse at the moment.
