NCTL Test Failures in itst06/07

We have two NCTL tests (itst06/07) that shuts a node down during a stream of transfers coming in. For each transfer we get a hash back for, we assume that the deploy was good and should have made it in. This test does fail from time to time. This is currently a nctl test but could also be a candidate for casper-test (probably better at handling the background streaming of deploys).

This is continuing to be a pain point in the nightly runs.
