Implement tags that allow a user to add tags to asset or transaction

Right now these are hard coded. But I'd imagine that we'd introduce a tag document that is related to a user and asset/transaction. Likely we'll need to leverage the TBD query based relationships to efficiently load these on the asset and transaction cards based on the user's session.
