Editing localized data - Value Help & Data Integrity

In https://cap.cloud.sap/docs/advanced/fiori#draft-for-localized-data in the example screenshot, the locale of the texts can be selected via a value help. This is not the out-of-the-box behavior, right?

You need to add the ValueList annotation to the locale element of the *.texts entity manually, this should be mentioned here.

Is there a way to assert that only translations are created that match an entry in the sap.commons.Languages entity? I had asked this question back in 2022 in the SAP Community https://community.sap.com/t5/technology-q-a/value-help-for-locale-property-in-texts-entity-of-entities-with-localized/qaq-p/12500341 but never got an answer.

I tried to change the locale element of my *.texts entity to an association to the sap.commons.Languages table, but I don't think that this is possible.
