bug: ArgoCD does hang with "waiting to start"

ArgoCD version 1.7.4 has a critical bug: https://github.com/argoproj/argo-cd/issues/5097

The application remains in "waiting to start" while syncing for several hours / days. There is no deterministic way of starting a sync.

In the issue is stated that version 1.8.2 should fix this issue. Please update argo ;)
