Add Lightning support

What is the idea on how to implement this? Is it just about connecting to a LN-node? Or Maybe using LNBits or even Cashu? Will the relay "become" a federation, in terms of managing the pubkeys's funds?

@lackrobin We implemented this using Zebedee. Most relay operators don't run LN nodes.
