Mac OSX App Notarization

Currently the Mac OSX releases are not signed or notarized in anyway. This causes security warnings when attempting to run the Juniper compiler that require the user to go into the settings to override. We should consider notarization, or figure out a way to distribute the compiler with Homebrew for OSX.
