[CAL-3086] Give ORG Owners the Ability to Lock Availability

Org Owners/Admins have asked for the functionality to lock availability so users can't change it. This should be an orgs feature that enables them to lock and unlock availability for users.

@keithwillcode can we give Org owners/admins the ability to lock the creation of event-types too? So all event-types would be made through managed-event types only. Would this be a separate ticket?

@Jaibles how should we approach locking Availability? I dont think it as simple as locking event type creation

@shirazdole How do we give the admin a choice for the availability if its on a public event? Not entirely sure the flow here myself

So org. owners want to set certain working hours for their members

Imagine a call rep, I want them to be available from 8a to 5p and not let them change that.

Basically i set the availability and then I can set that to event types as well

But they can't change or adjust it at all

Isnt this just managed event types? or do we not allow that with availability?
