404 Not Found

Hi I followed the steps mentioned in https://book.cakephp.org/4/en/tutorials-and-examples.html and also crosschecked with https://github.com/cakephp/cms-tutorial but when I open it in my local server WAMP I am getting redirected to http://localhost/users/login?redirect=%2F and page is not displayed, can you help me where did I went wrong.
