Added GitHub Action CI to keep NPM repository in sync

Create a unique NPM publish-permissioned token and add it to the repo's secrets as NPM_AUTH_TOKEN prior to merging this pull request. The workflow publishes on every push to master; NPM will automatically reject publishing if the version number has not been bumped, but this will not cause the workflow to error.
