[improve]: Rearrange Project Action Icons to better reflect intention/action target

Improvement target

Project Action Icons for:

• Publishing project,
• Project Settings,
• Add New Workflow and
• Project Version History Current position is awkward, it is placed close to the Current Workflow Name, Run Workflow and Display Last Workflow Execution Output. (and other workflow based actions in right vertical bar)

Improvement description

Placing icons to the top horizontal bar to the left of project name should keep layout consistent if project name is quite long. Keeping those icons near project name tells what is the target of action.

Workflow icons may stay to the right of current workflow name. Probably there can be more UX optimizations. This might be the first step. I attached screenshots of wide and narrow screen to better communicate idea:
