Feature Request: move_row and/or move_column

I would love to take a stab at creating a move_row function. There is sufficient documentation in the existing Sheets v4 API. There are all sorts of uses cases where I believe this would be applicable.

I didn't fork the repo and attempt to create this yet because the guidelines specify to create a suggestion first but if you give me the go ahead I willl put it together. If someone has already built or would like to build this functionality, that would be equally good.

Sounds good to me, although @burnash is currently the only committer who can approve code, and is therefore the bottleneck.
