isPastCreationEnabled not working

I enabled the past creation in the config file and nothing works . . . my expectation would be that I could add a previous event date. I could not create in the calendar view or the add event - when I did get to a spot I could it just gave me a validation error. Thoughts?

BTW: If I do create an event I can drag it to a previous date - so that sort of works. When I click on the event and edit then it is checking the validation again and then I can't save any changes.
