change some defaults for nicer out of the box experience.

I'm poking at bugzilla today, and I realized with a few tweaks I can make it run on my desktop with fewer deps. This changes the default localconfig so that one gets a (seemingly, so far) working bugzilla from:

1. ./cpm.fatpack install (from #88 )
2. ./checksetup.pl
3. ./checksetup.pl (to make database schema, in sqlite file)
4. ./bugzilla.pl daemon

Thoughts?
