Hoppers can pull from chest even when disabled.

Im using paper 1.16.3, the players are able to place hopper minecarts, rails and hoppers. Even though the config has hopper transfer disabled. The hopper still drains the locked chest!

It should not work only if the chest is locked, can you give more details about your setup?
