Callout only appears after clicking on it

when entering a document with the callout tag on it, the callout will only appear after I've clicked anywhere in the document. This is frustrating because when I want to click on something in a folder, everything moves down due to the callout expanding, as a result, it opens an other document the I would have wanted to open because everything moved.
