Rightclick to publish function brings up a different screen.

Describe the bug I am not getting the correct screen when I right-click the AzureBlobStorageSampleApp.Functions project.

To Reproduce Steps to reproduce the behavior:

1. Clone sample from git using git clone
2. Open solution in visual studio 2019
3. Right click AzureBlobStorageSample.Functions and click on Publish option.
4. See error

Expected behavior I expect the publish screen to get displayed.
