Missing MediaMTX will not throw error

Hope this is okay, was tired of seeing the error message.

[2024-04-24 12:31:03,773] - OpenTAKServer[1] - app - ERROR - Failed to set MediaMTX token: [Errno 2] No such file or directory: '/app/ots/mediamtx/mediamtx.yml'

Thanks for submitting this. It looks good and I'll test it ASAP. The only thing I'm wondering is if we should disable the MediaMTX related API routes when the new option is set to False.

Sounds like a good idea, I'm not planning to run MediaMTX anytime soon.
