Clearing Sync'ed categories should clear them across devices

Currently clearing Synced data categories on a device:

• Clears local data.
• Clears category from S3.

Effects on other Synced devices:

• Retains local data is retained
• Data which hasn't been synced yet, won't be

Clearing a synced category should also clear it from synced devices.
