Different license for en-us.js

I'm only using the en-us patterns in my app, and according to the umbrella README they're licensed under LGPL since there's no overriding information in the file. Unfortunately, I'm unable to use modules with that license and need a more permissive one (e.g., MIT). Since the file doesn't list an author, do you know who I should contact to request relicensing / dual licensing?

I've also read through the recent relicensing discussion and meeting summary on tex-hyphen (which appears to relate to the repository on tug.org that the en-us patterns were copied from), but it's not clear if there's going to be a practical outcome any time soon.
