investigate external github actions / CI runners for arm support

I saw https://www.ubicloud.com/docs/github-actions-integration/quickstart on HN today and it seems like it would be pretty easy to set up for extrasafe so we could consider supporting aarch64 without having to set up running qemu or something inside CI.
