The Microsoft URL is dead, Winetricks downloads it from The Internet Archive. For reference: https://github.com/Winetricks/winetricks/issues/1329
riched30 seems to be just a less compatible version of riched20.dll and msls31.dll, so it will conflict with those dependencies. Will likely need an uninstall step for these otherwise it might only be installable on a Custom bottle because of the conflicts. The Winetricks installer is a good read.
I'd say no one should be using this, but alas, we can't control what dependencies people put on their software. There seems to be at least a couple historic programs out there that depended on this version of the DLLs specifically.
You don't need this anymore? It's a valid request. Although I would think this is low-priority, it'd be nice to have for people trying to run some rare old program that happens depend on this specific version.
I could really appreciate this- Trying to get Byond to work on Linux.
