Add Go Version 1.24

Issue or Feature Request:

Go released version 1.24.0 on 2/11/25. Update bottlerocket-sdk to support the latest Go 1.24 version and drop Go 1.22 support per Go's support policy.

Since we are dropping Go 1.22, we will now make the default Go major version 1.23.
