Add leaf to the Conan Center Index

Conan is one of the more popular C++ package managers out there with a ton of support. Having leaf on Conan will give it yet another distribution point and help with further adoption.

Will bring this back once boost version 1.81.0 is released.

Closing this as conan is not in favor of having separate boost packages outside of the monolithic Boost package. https://github.com/conan-io/conan-center-index/pull/14660

Still deciding if I want to embed Boost.LEAF or take all of Boost.
