I believe that the contents of returns.hpp should be proposed in some way to Boost.Config

Boost.Config contains some simple macros that help to write code that must be different depending on compiler support.

After some thought, it should belong to Boost.Core. I have changed the title.

Of course this is subject to discussion. See the boost ML.
