Upload backward-cpp to conan-center

@Manu343726 Do you have any experience with this? Is it better to go via bincrafters?
I've been checking the requirements for Conan center (basically having a good quality recipe CI-tested) and it seems we qualify.
So if you don't mind @bombela I will collect a changelog with the merges since the last release to submit the package with a latest version.

I've uploaded an v1.3.1 package to my conan repo (referencing the latest changes in the package recipe https://github.com/bombela/backward-cpp/commit/a77728bfd81d9e1d9be1da9c50aa81ab62468138), and submitted a request for including a future v1.4 with all master changes into conan-center.
The request has been blocked until I do some fixes to the recipe (It has to clearly fail on windows since the lib does not support it)
Also managers required to have some compiled packages
