Ordering selected items in multiple select fields and relations does not work in Chrome

Apparently ordering selected items in a multiple select field and relationship field isn't working in Chrome.

Reproduction

Using Chrome, In a multiple select or relationship field select 3 items. Then try to put the last selected item in the list as the 1st item in the list.

This seems to be properly working in Firefox.

Expected result

I can drag the last item of the list to the first position in the list

Actual result

I can not drag the last item of the list to the first position of the list

It only seems to work on Firefox. I tried Safari on macOS, Chrome on macOS and Edge on Windows 10, and they all failed.
