Queery on Intersection over union metric

Sir, I am kavitha, research scholar from INDIA. sir, for calculation IOU metric, it indicates the difference between predicted and ground truth bounding divided by union of predicted and ground truth. my doubt is :" why we consider union of predicted and ground truth". Is it notee sufficient to intersect the predicted and ground truth? can you justify this? Thanks in advance.
