Update to 3.16.1 with support EOL CentOS7

  • Changed repo links to "http://vault.centos.org/'
  • Deleted "centos-release-scl.noarch" (after install not worked "yml -y update")
  • Added "remi" repo for install php72
  • Changed php from "rh-php72" to "php72"
  • Changed "php_conf", "fpm_conf" and "fpm_pool" paths in enviroments
  • Changed "command" path.
